OMB
REFORM Through our membership in FoNTRA - the Federation of North Toronto Residents’ Associations - the Association continues to support its initiative on reform of the Ontario Municipal Board. FoNTRA’s four key reform proposals are based on the principles of accountability, fairness, legitimacy and predictability: Municipal Codes must become the focus for development decision making. The OMB must only be an advisory body, allowing elected representatives on Municipal Councils throughout Ontario the right to override an OMB decision by a 60% Council majority. The OMB must consider the citywide impact as well as the precedent setting nature of proposed developments and not consider appealed applications in isolation. The OMB, in dealing with appeals, must only be allowed to hear evidence previously presented at Municipal Council. FoNTRA has met with representatives of all three provincial parties and a number of City Councillors who support this initiative. Without reform, the OMB will continue to render decisions that are arbitrary and bad from a planning perspective, fail to take into account local residents’ views and disregard existing height and density limits. The provincial government has indicated that it expects to
introduce legislation before the end of the year to address concerns that
have been raised with it, although the changes are not expected to be as
extensive as those proposed by FoNTRA. |
